Box 60 <br />Tracy, CA 95378 <br />ABOVEGROUND PETROLEUM TANK SPILLS AT HOLLY SUGAR, TRACY, SAN <br />JOAQUIN COUNTY <br />Enclosed is a memorandum which summarizes our review of the aboveground petroleum storage <br />tank (AST) spills which have occurred at the subject site. A site characterization is needed which <br />will fully delineate the lateral and vertical extent of soil contamination and determine any impact on <br />ground water. The Board is concerned that ground water quality may degraded. In addition, <br />Section 25270.5 of the Health and Safety Code requires each owner or operator of a storage tank <br />facility to prepare a Spill Prevention Control and Countermeasure (SPCC) plan. <br />Therefore, by 25 February 1994 please submit an SPCC plan and a site assessment work plan with <br />an implementation time schedule.
