Box 60 <br />Tracy, CA 95378 <br />PETE WILSON, Govemor <br />SURFACE SPILL ASSESSMENT, HOLLY SUGAR FACILITY, TRACY, SAN JOAQUIN <br />COUNTY <br />I have reviewed the 1 August 1994 Surface Spill Assessment Report submitted by Harding Lawson <br />Associates (HLA) on behalf of Holly Sugar. Soils in two areas are contaminated with total <br />petroleum hydrocarbons (TPH) up to 160,000 mg/kg. Further characterization is needed to fully <br />define the extent of contamination and determine if ground water quality has been degraded. <br />We agree with HLA's recommendations to conduct additional sampling as outlined in the assessment <br />report. As I discussed with Chris Beegan of HLA on 3 August 1994, two of the proposed soil <br />boring locations at the corn refinery spill area shall be relocated to the east and west of the former <br />fuel oil tanks. Please proceed with these activities according to the protocol set forth by HLA in its <br />4 April 1994 work plan. A report of the results of the additional site assessment work is due by 14 <br />October 1994 and shall include recommendations for additional investigation and monitoring wells if <br />ground water is found to be contaminated. <br />If you have any questions or comments, you may call me at (916) 255-3077. <br />JO/lit.✓ � <br />LM.
