Charter Way, Stockton, California <br />Dear Ms. Turkatte: <br />This letter workplan is submitted by Ground Zero Analysis, Inc. (Ground Zero) on behalf of Mr. Mark <br />Ranuio to present a proposed scope of work for soil and groundwater sampling at the subject site. The <br />proposed work is being conducted to further investigate the extent of subsurface soil and groundwater <br />contamination at the subject site. The location of the site is shown on Figure 1. <br />BACKGROUND <br />The site is located at the northeast corner of Charter Way and Fresno Avenue in Stockton, California. <br />The site previously housed three underground fuel storage tanks (one 500 -gallon, one 1000 -gallon, and <br />one 5000 -gallon capacity) which were reportedly operated by Signal Oil Company and Bill's Bait Shop. <br />The tanks were reportedly abandoned in place by filling with slurry in 1981. <br />In August 1989 Uriah Environmental of Livermore, California was retained to explore potential <br />subsurface contaminants. A total of 12 exploratory soil borings were advanced to collect soil and water <br />samples from beneath the site. Analytical results indicated that soil had been moderately impacted by <br />petroleum hydrocarbons. A site plan showing the soil boring locations as well as the tabulated <br />contaminant concentration data from that investigation is included in Attachment A. <br />Approximately 1530 cubic yards of soil were excavated under the supervision of Uriah Environmental <br />in 1990 to remediate contaminated soils beneath the site. The soil was aerated under permit from the <br />San Joaquin County Air Pollution Control District (APCD) and, subsequent to verification of successful <br />remediation through sampling of the stockpiled soil, was used to backfill the excavation. The work was <br />performed under the direction of the APCD and local fire district after the San Joaquin County Public <br />groundw\lane\ranuio.wld 1 <br />
