March 4, 1986 <br />Lou Garcia, Factory Manager <br />Holly Sugar Corporation Site Address 20500 Holly Drive <br />20500 Holly Drive Tracy, CA 95376 <br />Tracy, CA 95376 <br />On 11-20-85 an investigation by the San Joaquin Local Health District <br />staff revealed evidence of an unauthorized release of hazardous materials. <br />In order to correct this violation, the following procedures shall be <br />implemented: <br />Acquire the services of a qualified Engineering Consulting Firm <br />(Hydrogeologist) to submit a plan for approval to this office for id ntifying <br />the extent of contamination within 30 days from the date of this let er. <br />2. The Engineering Consulting Firm (Hydrogeologist) shall submit a cleaup plan <br />to this office for approval based upon the extent of contamination i entified* <br />above. <br />All necessary plan approvals and permits shall be obtained from the San Joaquin <br />p <br />Local Health District rfor to starting any monitoring or cleanup operat�I'ons. <br />The existing unauthorized release of hazardous material at this facility is in <br />violation of the California Health and Safety Code, California Water Cod , and <br />Titles 22 and 23 of the California Administrative Code. <br />If you have any questions regarding this matter, contact the Environmental Health <br />Division -at 209-466-6781. <br />Jogi Khanna, M.D., M.P.H. <br />District Health Officer <br />C.
