Hazelton Ave. <br />Stockton, CA 95205-6232 <br />Subject: Above Ground Tank Release <br />Profleet Truck Lube and Tire Service <br />15453 N. Thorton Rd <br />Lodi, California 95242 <br />Dear Mr. Backus: <br />The purpose of this letter is to summarize remedial activities related to an unauthorized release of <br />motor oil at the subject facility. A release of unused motor oil from product piping connected to <br />an 8,000 -gallon above ground storage tank (AST) was observed by the owner on June 13, 2018. <br />The owner notified the local fire department, the California Office of Emergency Services (OES) <br />and San Joaquin County Environmental Health Department (CUPA) that same day. The CUPA <br />issued a Waste Discharge/Spill Response Notice to Abate (Record ID# COOESU50E). A copy of <br />this document is provided in Attachment A. The owner engaged Fremouw Environmental <br />Services (FES) to remove oil within the secondary containment. FES pumped approximately <br />4,000 gallons of oil from the secondary containment and pressure washed the inside of the <br />secondary containment with soapy water. <br />The motor oil was transported as "Used Oil" and the wash water was transported as "Oily Water" <br />under two separate non-RCRA hazardous waste manifests. The wastes were transported to the <br />D/K Dixon permitted disposal facility in Dixon, California. Copies of the two hazardous waste <br />manifests are provided in Attachment B. <br />An inspection of conditions outside the CMU secondary containment wall noted that oil had <br />seeped through cracks in the base the wall. The owner engaged Fremouw Environmental Services <br />(FES) to excavate and properly dispose shallow soil impacted by oil surrounding the secondary <br />containment. On June 25, 2018, FES excavated approximately 6 inches (approximately one cubic <br />yard) of contaminated soil from outside the base of CMU wall. This soil was combined with other <br />oil debris from the site and transported as non-RCRA hazardous waste to U.S. Ecology near Beaty, <br />Nevada. A copy of the hazardous waste manifest if provided in Attachment C. Photos 1 through <br />3 in Attachment D document the removal of this contaminated soil. After soil removal was <br />complete, FES collected three soil samples from the base of the shallow excavation and analyzed <br />them for TPH as diesel (TPH-d) and TPH as motor oil (TPH-mo). TPH-d values ranged from 7.2 <br />
