Record ID#: COOESU50E <br />Lodi, CA 95242- Program Element: 2546 <br />Spill Location: 15453 N THORNTON RD, LODI Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />Approximate release of 5,000 gallons of product motor oil from aboveground petroleum tank. Most contained within <br />secondary containment concrete berm. Motor oil was released into shop, and seeped outside of concrete berm into <br />environment. <br />OBSERVATIONS: <br />Observed release of motor oil due to damaged product piping located within the secondary containment berm leading to the <br />shop. Most of the oil was contained in the containment berm. Observed adjacent areas of concrete berm with motor oil <br />contamination. Shop area is affected, and soil area immediately adjacent to the concrete berm on all sides. Drain located <br />inside shop was impacted. This has been contained with absorbent berm. According to site owner, this leads to an onsite oil <br />water separator. Fremouw environmental on scene and is performing remediation of site. <br />TIONS: <br />• Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />° Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />° Other Violation <br />RECTIVE ACTIONS / ORDER: <br />• Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately <br />• Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Within 30 days <br />Other Correction <br />EHD 25-01 Rev. 08/17/17 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br />1868 E.
