Record ID#: COOESU50E <br /> Lodi, CA 95242- Program Element: 2546 <br /> Spill Location: 15453 N THORNTON RD, LODI Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGEMASTE RELEASE: <br /> Approximate release of 5,000 gallons of product motor oil from aboveground petroleum tank. Most contained within <br /> secondary containment concrete berm. Motor oil was released into shop, and seeped outside of concrete berm into <br /> environment. <br /> OBSERVATIONS: <br /> Observed release of motor oil due to damaged product piping located within the secondary containment berm leading to the <br /> shop. Most of the oil was contained in the containment berm. Observed adjacent areas of concrete berm with motor oil <br /> contamination. Shop area is affected, and soil area immediately adjacent to the concrete berm on all sides. Drain located <br /> inside shop was impacted. This has been contained with absorbent berm.According to site owner, this leads to an onsite oil <br /> water separator. Fremouw environmental on scene and is performing remediation of site. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> ° Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> El Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> CORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Within 30 days <br /> Other Correction <br /> EHD 25-01 Rev.08/17/17 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
