It would be nice to have a figure
showing where they collected the samples and a full description of the secondary containment unit (i.e. gravel bottom,
full concrete bottom with no seams, cinder -block walls etc...). The photos give a good sense of where the soil was
excavated and the location of the tanks, but not the sample locations. Do a believe that the secondary containment
bottom also leaked and if so by how much? Could there be floating product under the containment? Even though
motor oil is pretty much insoluble, groundwater is very shallow (10-15 feet deep) in this area and we just want to make
sure we have no floating product. Some of the oil seeped through the containment walls laterally. The facility hired
Fremouw Environmental to excavate soil around the containment. Confirmation samples were taken and found TPH-
diesel of 15 ppm and 275 ppm TPH-motor oil remaining in the ground. The facility had Tim Cook, PE write a justification
for closing the site since the residual contamination is below Tier 1 ESLs.
I have attached the data. Also Tim Cook requests that a case be opened on Geotracker (something I've never done), so
he can upload the report.
Can I refer this case to you for evaluation?
Thank you,
Garrett Backus, Ld.
