Public Notice: <br />:.•,.+ Proposed No Further Action Determination <br />Profleet Truck Lube Above Ground Tank Release Cleanup <br />15453 N Thornton Road, Lodi <br />State of California <br />Edmund G. Brown Jr. The purpose of this notice is to inform you that: <br />Governor <br />1. On 13 June 2018, a release of unused motor oil from product piping connected to an <br />8,000 -gallon above ground storage tank (AST) was observed by the owner at the Profleet <br />Truck Lube at 15453 N Thornton Road in Lodi (Site). Approximately 4,000 gallons of motor <br />oil was contained within the secondary containment area surrounding the tanks; however, <br />seepage was observed along the perimeter of the containment wall into the surrounding <br />soil requiring excavation and sampling. <br />California Environmental <br />Protection Agency <br />Matt Rodriquez <br />Secretary of the <br />Environment <br />2. After observing the release of unused motor, Profleet notified the local fire department, <br />the California Office of Emergency Services, and the San Joaquin County Environmental <br />Health Department on the same day. Profleet engaged Fremouw Environmental Services <br />FES to remove oil within the secondary containment. Approximately 4,000 gallons of oil <br />(FES) rY pp Y <br />was removed, and the secondary containment area was pressure washed with soapy <br />water. The motor oil was transported as "used oil' and the wash water was transported as <br />"oily water" under two separate manifests to off-site disposal facilities. <br />Contact: <br />Water Boards <br />3. An inspection of the secondary containment wall found that oil had seeped through <br />The report concludes that the residual concentrations detected in the confirmation soil <br />cracks at the base of the wall. Profleet engaged FES to excavate and properly dispose of <br />State Water Resources <br />the impacted soil. On 25 June 2018, the top six inches of soil was excavated from the <br />Control Board <br />outside of the base of the containment wall. Soil samples were collected and submitted for <br />Felicia Marcus, Chair <br />laboratory analysis that found total petroleum hydrocarbons (TPH) as diesel from 7.2 to <br />indicated they are satisfied with the cleanup activities. Based on the relatively low levels of <br />960 milligrams per kilogram (mg/kg) and TPH as motor oil from 90 to 15,000 mg/kg. <br />Regional Water Quality <br />Control Board, <br />On 3 August 2018, an additional 12 to 18 inches of soil was excavated from the perimeter <br />Central Valley Region <br />of the containment wall and confirmation samples were collected for laboratory analysis. <br />Karl Longley, Chair <br />TPH as diesel was detected at 2.5 to 15 mg/kg, and TPH as motor oil was detected at 45 to <br />contaminated soil has been remediated to the extent practicable and recommends No <br />275 mg/kg. <br />4. A 15 August 2018 Above Ground Tank Release report was prepared by Cook <br />Contact: <br />Environmental Service, Inc. documenting the cleanup and requesting No Further Action. <br />The report concludes that the residual concentrations detected in the confirmation soil <br />Bill Brattain <br />samples indicate there is no significant risk to human health or the environment, and <br />(916) 464-4622 <br />requests case closure. Central Valley Water Board staff has discussed the remedial <br />activities and the report with San Joaquin County Environmental Health Department which <br />indicated they are satisfied with the cleanup activities. Based on the relatively low levels of <br />Regional Water Quality <br />motor oil constituents in the confirmation samples, the low mobility of the oil in the <br />Control Board, <br />subsurface, the distance from the residual TPH in the soil to groundwater, and discussions <br />Central Valley Region <br />with San Joaquin County, Central Valley Water Board staff finds that the motor oil - <br />contaminated soil has been remediated to the extent practicable and recommends No <br />Bil <br />oard <br />waterboardais.ca.gov <br />Further Action for the motor oil release cleanup. The Central Valley Water Board is hereby <br />providing notice and an opportunity for the public to comment on the proposal that "No <br />Further Action" is appropriate for the cleanup of the motor oil release cleanup. <br />
