<br />SUBJECT: RECOMMENDATION FOR NO FURTHER ACTION, PROFLEET TRUCK LUBE AST
<br />RELEASE, 15453 N THORNTON ROAD, LODI, SAN JOAQUIN COUNTY
<br />Issues: On 13 June 2018, a release of unused motor oil from product piping connected to an
<br />8,000 -gallon above ground storage tank (AST) was observed by the owner at the Profleet Truck
<br />Lube at 15453 N Thornton Road in Lodi (Site). Approximately 4,000 gallons of motor oil was
<br />contained within the secondary containment area surrounding the tanks; however, seepage was
<br />observed along the perimeter of the containment wall into the surrounding soil requiring
<br />excavation and sampling. A 15 August 2018 Above Ground Tank Release report documenting
<br />the cleanup and requesting No Further Action was referred to the Central Valley Water Board for
<br />consideration by the San Joaquin County Environmental Health Department (San Joaquin County)
<br />that oversaw the investigation and remedial activities.
<br />Rationale: Approximately 18 cubic yards of motor oil -impacted soil was excavated from the exterior
<br />of the secondary containment wall and transported as non-RCRA hazardous waste to US Ecology
<br />in Beatty Nevada for disposal. Additionally, approximately 4,000 gallons of unused motor oil and
<br />1,650 gallons of oily water from the cleaning of the secondary containment area were transported
<br />to DK Dixon in Dixon and BTI in Bakersfield, respectively. Remedial activities and confirmation
<br />sampling indicate that contaminated soil has been removed to the extent practicable and that
<br />there are no remaining significant threats to public health or the environment.
<br />Setting: The land surrounding the Site is agricultural to the north, west, and east, with a commercial
<br />area to the south consisting of a truck servicing facilities, fuel service stations, restaurants, and
<br />lodging/RV park facilities that are part of the Flag City truck stop/resort area. The Interstate 5
<br />freeway is located immediately to the west of the Site. Depth to groundwater is approximately 11
<br />to 15 feet below ground surface based on monitoring wells at nearby gas stations. The release
<br />location was at the AST area on the southwest corner of the Profleet Truck Lube facility shown on
<br />the following figure:
