SANJ O A Q U I N Environmental Health Department
C_ 0UiJ 'I Y-
Complaint Record Daily Time and Activity Summary from 3/1/2015 to
6/21/2034 for COOESU50E located at
Activity Date Recorded by
08/15/2018 Received analytical results on 8/14/18 through email from PE 2546 HANG
60 min Tfremouw@hazwasteremoval.com. SC 007
Reviewed analytical results. Test results for CAM17 are adequate.
Test results for TPH, shows detection, and after discussion with GB, must be
NonDetect(ND).
I received a voicemail from Ted Fremouw indicating he wanted to discuss test
results. I called Ted at 707-301-3941, and discussed results. Stated results for
TPH is inadequate and will need to be excavated further. Told Ted that the
complaint will be referred to the Waterboard. Sent email, CC'ed GB of details.
08/15/2018 Received email back from Steven Meeks, Regional Water Board. He had PE 2546 BACKUS
12 min additional questions about the motor oil release and concerns that the oil made it SC 007
to the ground water which is only 10-15 feet below grade. I emailed him back with
more photos and also left a voice mail suggesting the water board may want to
take this case as a referral.
08/21/2018 Called Paige Gillin, owner, 916-834-9534, to ask if he will authorize more soil PE 2546 BACKUS
12 min excavation to reach ND on confirmation samples. Otherwise, we'll refer to the SC 544
State Water Board for long term remediation. Left Voicemail.
Left VM for Ted Fremouw. He called me back and emailed me a report by Ted
Cook, PE requesting closure based on the latest confirmation samples showing a
maximum of 270 ppm TPH - motor oil. Ted said he'll ask Paige to call me.
4:30 pm. Received call from Paige, he's taking Ted Fremouw's recommendation
to stop excavating. I told him we'll probably refer the case to the Regional Water
Board for evaluation.
08/22/2018 Emailed Steven Meeks at the Water Board to determine if we can close this PE 2546 BACKUS
6 min complaint or if they'd like a referral. SC 544
08/29/2018 Called Brandon Kenny and Joe Mello at the Water Board and left VM to get PE 2546 BACKUS
18 min opinions on the motor oil residual left in the soil. SC 007
08/29/2018 Received call back from Joe Mello 916-464-4661, Joe.Mello@waterboards.ca.gov, PE 2546 BACKUS
18 min tank cleanup supervisor, CVRWQCB, stating that motor oil typically does not SC 007
migrate much since it's a heavier oil. From the information I provided to him (275
ppm residual motor oil product in soil and the spill location) he said the Water
Board will not take this as a referral since the residual oil level is low and it's a
heavier oil. Joe said he handles petroleum cases, when I mentioned that I was
corresponding with Steven Meeks. I did not receive any further information from
Steven Meeks.
