PUBLIC NOTICE <br /> PG&E McDonald Island Compressor Station <br /> Zuckerman Road, Stockton, CA 95206 <br /> State of California <br /> Edmund G.Brown Jr. Public Notice: The California Regional Water Quality Control Board, Central Valley <br /> Governor Region (Central Valley Water Board) invites public comment on a request for <br /> regulatory closure, made on behalf of Pacific Gas and Electric (PG&E) for the <br /> McDonald Island Compressor Station, located in San Joaquin County, CA (Site). <br /> This Public Notice fact sheet provides general information on the Site. A map <br /> showing the location of the Site is attached (Figure 1). <br /> I <br /> California Environmental PUBLIC COMMENT PERIOD: 28 March — 28 April 2017 <br /> Protection Agency <br /> Matthew Rodriquez CASE SUMMARY: <br /> Secretary for <br /> Environmental The Site is located on McDonald Island in the Sacramento-San Joaquin River Delta, <br /> Protection <br /> in San Joaquin County, California, approximately 8 miles west of Stockton, <br /> California. The facility was formerly a natural gas production field but was converted <br /> to a belowground natural gas storage facility in the 1960s and is still active. The Site <br /> /2�11.� measures approximately 500 feet by 350 feet and is surrounded by agricultural <br /> NVater Boards fields. <br /> State Water Resources During routine site operations, petroleum liquids spilled to the ground in the vicinity <br /> Control Board <br /> of a former aboveground storage tank, located in the central area of the Site. This <br /> Felicia Marcus, Chair <br /> aboveground storage tank was removed in December 2009 and there are no current <br /> Regional Water Quality leaks or active contamination sources at the Site. As a result of this spill, the Site soil <br /> Control Board, and groundwater was contaminated. <br /> Central Valley Region <br /> Karl Longley ScD,P.E., Site investigation activities and remedial actions have been performed at this Site <br /> Chair since 2009. This included soil boring studies and groundwater monitoring and <br /> sampling. As a result, the horizontal and vertical extent of the contamination is well <br /> Public Notice — defined. Additionally, two instances of soil excavations were able to remove the soil <br /> Conditional No contamination to the greatest extent practicable. <br /> Further Action <br /> Groundwater is located at 12 to 13 feet below ground surface and flows towards the <br /> PG&E McDonald north. The current lateral extent of the groundwater plume measures approximately <br /> Island 75 feet by 50 feet but concentrations are very low and do not pose a significant risk <br /> Compressor to human health or the environment. The residual petroleum constituents remaining <br /> Station in both the soil and groundwater will continue to naturally break down. <br /> The Central Valley Water Board has approved PG&E's request for a `conditional no <br /> further action' at the Site. This request is now open to the public for comments and <br /> 2111 concerns for a period of 30 days. <br /> Page 1 of 2 <br />
