Tracy Program: APSA SUMMARY OF VIOLATIONS CLASS I,CLASS II,or MINOR-Notice to Comply) Routine Aboveground Petroleum Storage Tank inspection report 517. Copies of the quarterly inspection for the aboveground containers were not found on site. Inspections and tests must be conducted in accordance with the written procedures developed in the SPCC Plan. Records of these inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately begin conducting the quarterly inspection, locate any copy of all inspection and testing records for the last three years, and maintain them on site. 518 (2). This facility does not have a designated person for discharge prevention. The SPCC Plan shall designate a person at the facility who is accountable for discharge prevention and who reports to facility management. Immediately designate a person to be accountable for discharge prevention and update the SPCC Plan to include this information. 513. The Plan lacks description of equipment failure for above ground containers/ equipments. Discharge & drainage controls and potential equipment failure are not addressed for any of the unlisted containers. The SPCC Plan must include the correct type of oil and storage capacity of each fixed storage container, and either the type of oil and storage capacity of each portable container or an estimate of the potential number of portable containers, types of oil, and anticipated storage capacities. The Plan must include discharge or drainage controls, such as secondary containment around all containers and other structures, equipment, and procedures for the control of a discharge, and a prediction of the direction, rate of flow, and total quantity of oil which could be discharged as a result of each type of major equipment failure. Immediately update the discharge information in the SPCC Plan to accurately represent the petroleum storage at the facility. 519. 49. The SPCC Plan did not include discussion of adequate security lighting. The Plan must include descriptions of how you secure and control access to the oil handling, processing & storage areas, secure master flow & drain valves, prevent unauthorized access to starter controls on oil pumps, secure out-of-service and loading/unloading connections of oil pipelines, and address the appropriateness of security lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. Immediately update the Plan to include all of the required security information. Submit to SJC EHD within 30 days (10/7/11): 1. one copy of the completed "Return to Compliance Certification" form 2. a written corrective action statement for each of the above violation Do not submit a copy of the SPCC Plan to EHD. It will be reviewed again during next inspection ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
