Pat and John requested <br /> the meeting with SJCEHD and the Regional Board staff, to discuss the tetrachloroethene (PCE) and motor <br /> oil contamination, site status, and site closure criteria. After an introduction by Pat, discussion began. <br /> The distribution of PCE and other chlorinated solvents in round Yer beneath the site. <br /> Pat said that the PCE is from off-site source, due to higher concentration in cross-gradient wells and <br /> Non-Detect(ND) in a source area well. I pointed out that PCE (2,600 g) was found in the waste oil <br /> tank removal confirmation soil sample. I suggested that the lack of PC in the source area well may be <br /> due to the presence of free product(motor oil) in the source area well providing a carbon source to <br /> stimulate anaerobic biological degradation of PCE, not due to lack of an on-site source of PCE in <br /> groundwater. Pat asked if shallow groundwater at the tank(5 feet bgs) was a source of PCE in soil? I <br /> responded that groundwater has not been observed that shallow in downtown Stockton, so groundwater is <br /> probably not a source of PCE in soil. Nuel said that they need test the theories by conducting an offsite <br /> investigation. Pat asked if SJCEHD would write a letter ordering them to investigate offsite. Nuel <br /> responded that they were previously directed by SJCEHD in a letter to conduct the investigation.
