The
attorney for one of the responsible parties subsequently requested a meeting, and it was
held on September 29, 2004 with the, following persons present:
James Barton, CVRWQCB
Jim Creel, responsible party
Lori Duncan, SJC/EHD
Gary Gabbard, responsible party
John Gabbard, responsible party
Nuel Henderson, SJC/EHD
John Lane, Ground Zero Analysis, consultant to the Gabbards
Pat Riddle, attorney to the Gabbards
At the meeting Ground Zero presented their analysis of the trends of PCE
concentrations in the onsite monitoring wells, and their theory of a potential offsite
source located to the north/northwest of the site. Both CVRWQCB and SJC/EHD
representatives indicated that to prove this theory additional data would be required,
specifically offsite monitoring wells. Also discussed was the continued presence of free
product motor oil in monitoring well MW-3, despite the use of a passive skimmer for two
years, and that perhaps a more aggressive approach to remove the free product should
be considered.
Please submit a work plan to continue the investigation of the vertical and lateral extent
of the contamination present on your site. The work plan is due for submittal no later
than December 17, 2004.
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Department ,G /
Lori Duncan, Senior REHS Nuel C.
