page 3, 640 EI Dorado <br /> You were informed in the June 11, 2002 correspondence that SJC/EHD approved the <br /> performance of a pumping test on MW-3 to evaluate the potential of increasing the rate <br /> of recovery of the free product into the well by drawing down the water table to between <br /> 24 and 25 feet below surface grade. Why has this test not been completed? It has been <br /> seven months since it was approved. <br /> In summary, the September 6, 2002 work plan revision is conditionally approved and <br /> you are directed to complete the following tasks: <br /> 1. Immediately submit to the City of Stockton for a revocable and encroachment <br /> permit for installation of a monitoring well in the city right-of-way on the corner of <br /> EI Dorado Street and Park Street. <br /> 2. Submit a San Joaquin County well permit application for each parcel of land on <br /> which additional monitoring wells will be installed along with the required $89.00 <br /> permit fee for each permit and a copy of the city encroachment permit. The wells <br /> must be installed no later than March 28, 2003. <br /> 3. Perform the previously approved pumping test on MW-3. This test must be <br /> completed by March 14, 2003. <br /> 4. Install the skimmer in MW-3 for recovery of the free-product motor oil. This <br /> skimmer must be installed immediately. <br /> 5. A report of findings must be submitted to SJC/EHD within 60 days following <br /> completion of the fieldwork. <br /> As this site is already out of compliance with regulatory directives, failure to complete <br /> these tasks as prescribed may result in referral of this site to either the San Joaquin <br /> County District Attorneys office, or the Regional Water Quality Control Board, for <br /> enforcement action.
