The meeting was held at the San <br /> Joaquin County Environmental Health Department (SJC/EHD) office; a letter <br /> summarizing the results of the meeting was sent to you on June 12, 2006. <br /> Since the meeting, the State Water Resources Control Board (SWRCB) Underground <br /> storage tank (UST) Cleanup Fund (FUND) has determined that the costs associated with <br /> the investigation of the chlorinated solvent contamination at your site will not be <br /> reimbursed by the FUND. The FUND will reimburse for costs associated with the <br /> petroleum hydrocarbon investigation required due to an unauthorized release from the <br /> waste oil UST formerly used at the site. The SJC/EHD has authority to require <br /> investigation of all unauthorized releases from UST's pursuant to Health and Safety <br /> Code Section 25299.36. Since tetrachloroethene (PCE) as well as petroleum <br /> hydrocarbons were found in the soil sample collected beneath the waste oil UST <br /> removed from this site in March 1997, the SJC/EHD has required corrective action for all <br /> contaminants of concern resulting from the unauthorized release from the former waste <br /> oil UST. At the meeting it was suggested that the source of the PCE found in the <br /> groundwater samples from the monitoring wells was from an off-site source. The <br /> SJC/EHD requested that the hypothesis that the PCE in the groundwater is from an off- <br /> site source be demonstrated. If PCE had been the only contaminant found in the soil <br /> beneath the waste oil UST, the SJC/EHD would have referred oversight of the corrective <br /> action to the Central Valley Regional Water Quality Control Board (CVRWQCB). Since <br /> the Local Oversight Program costs are specific to petroleum releases the SJC/EHD will <br /> refer the chlorinated solvent issue to the CVRWQCB. The SJC/EHD will not require <br /> further analysis for chlorinated solvents; however, several issues must still be addressed <br /> regarding the petroleum hydrocarbon contamination, specifically: <br /> 1. The vertical extent of hydrocarbon-impacted groundwater must be defined; <br /> 2. You must demonstrate that free product is no longer present at the site; <br /> 3. It must be shown that the contaminant mass remaining onsite is of low risk to <br /> human health and the environment; <br />
