FREMONT <br /> Thank you for the May 25 , 1993 meeting with a member of my staff in which you <br /> provided an update as to the status of the vapor extraction system . <br /> Additionally , you provided information as to the overall financial situation with <br /> your company . The economy has forced many companies to prioritize clean-up <br /> activities and the San Joaquin County Public Health Services , Environmental <br /> Health Division ( PHS / EHD ) is working cooperatively with local businesses to <br /> accomplish reasonably sound clean-up programs within those budget restraints . <br /> In the interim , quarterly monitoring reports shall be submitted to PHS /EHD and <br /> Central Valley Regional Water Quality Control Board ( CVRWQCB ) until the <br /> investigation and cleanup of the site is deemed adequate ( pursuant to Section <br /> • 2652 ( d ) of the Underground Storage Tank Regulations ( California Administrative <br /> Code , Title 23 , Subchapter 16 ) . If possible , the reports are to show the : <br /> - status of investigation and cleanup activities including the <br /> results of all investigations completed to date ; <br /> -proposed continuing or next phase of investigation ; <br /> -method of cleanup proposed or implemented , schedules for the <br /> completion of the investigation of the site and remediation ; <br /> -monitoring well data including groundwater elevation , pH , <br /> conductivity , gradient ; <br /> - analytical results of groundwater or soil sampling ; and <br /> - a site map showing the " zero line " of contamination , if known , and <br /> changes in the above measurements over the last quarter . <br /> In the event groundwater is not encountered within the monitoring wells and <br /> sampling is not feasible , or if groundwater is encountered in limited quantities , <br /> a report should be made reporting visual and olfactory observations . <br /> Quarterly sampling shall commence upon receipt of this letter , if not already <br /> being performed , and the report will be due into our office as well as the <br /> CVRWQCB prior to the commencement of the next sampling event . <br /> • <br /> A Division of San Joaquin County Health Cale Servmccs <br />
