BOX 5127
STOCKTON , CA 95205 - 0127
RE : APACHE PLASTICS SITE CODE : 2313
2050 E . FREMONT
Thank you for the May 25 , 1993 meeting with a member of my staff in which you
provided an update as to the status of the vapor extraction system .
Additionally , you provided information as to the overall financial situation with
your company . The economy has forced many companies to prioritize clean-up
activities and the San Joaquin County Public Health Services , Environmental
Health Division ( PHS / EHD ) is working cooperatively with local businesses to
accomplish reasonably sound clean-up programs within those budget restraints .
In the interim , quarterly monitoring reports shall be submitted to PHS /EHD and
Central Valley Regional Water Quality Control Board ( CVRWQCB ) until the
investigation and cleanup of the site is deemed adequate ( pursuant to Section
• 2652 ( d ) of the Underground Storage Tank Regulations ( California Administrative
Code , Title 23 , Subchapter 16 ) . If possible , the reports are to show the :
- status of investigation and cleanup activities including the
results of all investigations completed to date ;
-proposed continuing or next phase of investigation ;
-method of cleanup proposed or implemented , schedules for the
completion of the investigation of the site and remediation ;
-monitoring well data including groundwater elevation , pH ,
conductivity , gradient ;
- analytical results of groundwater or soil sampling ; and
- a site map showing the " zero line " of contamination , if known , and
changes in the above measurements over the last quarter .
In the event groundwater is not encountered within the monitoring wells and
sampling is not feasible , or if groundwater is encountered in limited quantities ,
a report should be made reporting visual and olfactory observations .
Quarterly sampling shall commence upon receipt of this letter , if not already
being performed , and the report will be due into our office as well as the
CVRWQCB prior to the commencement of the next sampling event .
•
A Division of San Joaquin County Health Cale Servmccs
