Fremont St. IN REPLY REFER TO SITE CODE: 2313 <br /> Stockton, CA <br /> We have received comments from the Central Valley Regional Water Quality Control Board (CVRWQCB) <br /> regarding their review of the November 1989, and' August 1990, field activity reports. The following <br /> comments should be addressed in future reports. <br /> All reports are to contain conclusions and recommendations for future work at the site. Neither report <br /> (November 1989, August 1990) contained such detail. <br /> The groundwater has dropped considerably since the initial 1989 investigation. Although wells on-site were <br /> installed with adequate screen length, only a few feet of groundwater was screened. All monitoring wells <br /> have gone dry according to your January 30, 1991 letter. The shallow groundwater screening creates a <br /> problem in sampling for constituents that are considered "sinkers" like 1, 2-dichloroethane and 1, 1, 2, 2- <br /> tetrachloroethane which have been detected in previous samplings. Future investigation is to be done by <br /> sampling deeper into the aquifer with wells screening 10 feet above and 20 feet below the anticipated <br /> groundwater level. <br /> The time between the soil sampling and when the lab received the samples was too long in certain cases. <br /> Soil samples collected during field activities of May and June 1990, were delivered to the lab 12 days <br /> following collection during ambient temperature conditions in excess of 900F. A thorough OA/AC program <br /> for your sampling procedure is to be incorporated into the work plan. <br /> Ethylene dibromide (EDB) and 1, 2-dichloroethane (DCA) were detected in several wells. These constituents <br /> are associated with leaded gasoline; therefore, organic lead (tetraethyl lead) is to be included on future <br /> sampling. <br /> In the November 1989 report, several industrial and domestic wells were identified within a one-mile radius <br /> of the site. Three wells 2, 5, and 7 on Figure 1, are within 700 feet of the site. Considering the proximity <br /> of these wells, it is important to know the level from which these wells are drawing water and the volume <br /> of water that is pumped. Wells 2, 5 and 7 must be sampled for TPH-g, BTEX, DCA, EDB, and tetraethyl lead. <br /> These wells could be influencing the plume at the site. <br /> It is the recommendation of Public Health Services, Environmental Health (PHS/EHD) and CVRWQCB that <br /> Apache Plastics submit a time schedule, by August 5, 1991, for completing a Problem Assessment Report <br /> (PAR) no later than October 21, 1991, <br /> A Division of San Joaquin County Health care Services �� <br />
