Due to site conditions (very stiff drilling encountered using the limited access rig), extent of hydrocarbons warranting the installation of one additional vapor extraction well in one of the boring, additional time and materials were incurred from the drilling contractor and EMCON personnel. Costs for soil disposal were not included in our original cost estimate; therefore, additional costs were incurred for disposal of soil. The additional scope of work was approved by the San Joaquin County Public Health Services (SJCPHS). The attached table provides a detailed breakout of the cost incurred to perform the additional work. Upon review and approval of this change in scope and the associated costs of $3 ,770.49, please indicate your approval by signing both originals of the attached signature page. Return one fully executed original for our files and retain the other for your records. In addition, the original proposal included costs for preparation of a Tier 1 and Tier 2 risk based corrective action plan (RBCA). EMCON began preparation of the RBCA evaluation, however, based on the analytical data obtained during the subsurface investigation and conversations with the SJCPHS , it was determined that preparation of a RBCA may not fully satisfy the closure committee.
