R5-2008-0149-XXX <br /> FOR <br /> IN-SITU GROUNDWATER REMEDIATION AT SITES WITH VOLATILE ORGANIC <br /> COMPOUNDS , NITROGEN COMPOUNDS , PERCHLORATE , PESTICIDES , <br /> SEMI-VOLATILE COMPOUNDS AND/OR PETROLEUM HYDROCARBONS <br /> FOR <br /> APACHE PLASTICS (Former) <br /> 2050 EAST FREMONT STREET, STOCKTON , CA <br /> SAN JOAQUIN COUNTY <br /> This Monitoring and Reporting Program (MRP) describes requirements for monitoring following <br /> I <br /> njection of oxidant media at the above referenced site . This MRP is issued pursuant to Water <br /> Code Section 13267, and has been prepared based on Attachment C , a part of General Order <br /> R5-2008-0149 . <br /> No changes to this MRP shall be implemented unless and until a revised MRP is issued by the <br /> Executive Officer of the Central Valley Water Quality Control Board (Board) . As appropriate , <br /> Board staff shall approve specific sample station locations prior to implementation of sampling <br /> activities. <br /> PROJECT <br /> 1 . Parties Submitting a Notice of Intent under General Order R5-2008-0149 : <br /> Boulevard Automotive Service (herein referred to as "the Discharger") . <br /> Project Location : The site is located on the south side of East Fremont Street between North <br /> Laurel Street and Wizard Avenue . The site is located in a topographically flat area at an <br /> approximate elevation of 5 feet above mean sea level in central Stockton, California . The site <br /> is within Section 33 , Township 1 North , Range 6 East, Mount Diablo Base and Meridian . <br /> (Stockton West Quadrangle , 7 . 5-Minute USGS Topographic Series, 1968, photo revised <br /> 1987) . <br /> Project Description : The above referenced site is currently developed and utilized for multiple <br /> purposes including a large warehouse building. The warehouse building is divided into an <br /> active ACE hardware retail store and storage facility. The previous occupant of the site was <br /> Apache Plastics , a manufacturer of plastic piping . It is AGE's understanding that Apache <br /> Plastics installed a 1 , 000-gallon gasoline UST along the northeastern property boundary in an <br /> area that is now the City of Stockton right of way. The UST and associated product piping were <br /> removed on 11 August 1992 . A total of two samples were collected during the UST excavation <br /> at a depth of eleven feet bsg . TPH-g was detected in one of the two samples at 0 . 6 mg/kg (S- <br /> 2) . Benzene , toluene , ethylbenzene , and total xylenes (BTEX) constituents were detected in <br /> one of the two samples at concentrations of 0 . 037 milligrams per kilogram (mg/kg) toluene , <br />
