2.0 SITE DESCRIPTION AND BACKGROUND <br /> 2.1 Site Setting <br /> The subject site is located in east-central Stockton, at the intersection of Laurel and Watts Streets <br /> with Fremont Street. The previous tenant was Apache Plastics, who utilized the site to <br /> manufacture extruded plastic piping. The site is currently developed, with a warehouse <br /> (approximately 260 feet by 270 feet) occupying the western portion of the property (Figure 2). <br /> The northeastern portion of the warehouse was converted to an ACE Hardware Store in 2004. <br /> The majority of the warehouse is used for recreational vehicle and boat storage. Office space is <br /> also situated within the building. Asphalt paving covers the eastern portion of the property. The <br /> property is bounded to the north by Fremont Street, to the east by residential houses, to the south <br /> by railroad tracks, and to the west by a warehouse. In 1976, Apache Plastics installed a 1,000- <br /> gallon UST beneath the sidewalk along the northern property boundary. The UST was used to <br /> store gasoline. The UST and associated product piping were removed on August It, 1992. <br /> Gasoline USTs were also formerly utilized at 2085 East Fremont Street, directly north of the <br /> Apache Plastics Facility, across Fremont Street (Figure 2). This property formerly operated as a <br /> Sunland Gasoline Station, followed by Stockton City Cab Company. Gasoline USTs were <br /> removed from this site in 1998, and hydrocarbon impact has been identified in both soil and <br /> groundwater beneath this site. A used automotive sales business is currently operated on the <br /> property. Subsurface petroleum hydrocarbon impact in the vicinity of 2085 East Fremont Street, <br /> particularly as the information pertains to the environmental case at the former Apache Plastics <br /> facility, are included in the discussion presented in this document. <br /> 2.2 Topography and Surface Conditions <br /> Topography in the vicinity of the site is generally flat, at an elevation of approximately 18 feet <br /> above mean sea level. The warehouse building, with associated concrete foundation, and asphalt <br /> driving surfaces, cover a majority of the subject property. <br /> 2.2.1 Drainage <br /> Rainwater at the site flows into on-site storm drains and into storm drains located in the curb area <br /> of East Fremont Street. The nearest surface water appears to be Mormon Creek, situated <br /> approximately 3,000 feet south of the property. <br /> 2.2.2 Land Use <br /> The areas south and west of the property are developed for commercial use, the area north of the <br /> property is developed for commercial and residential use, and the area east of the property is <br /> developed for residential use.
