rEmcon <br /> 1433 North Markel Boulevard•Sacramento CA 95834-1943*,916,11211-33011•Fax(916)928-3341 <br /> May 21, 1999 <br /> Project 22640-100 001 <br /> Mr Ronald Rowe <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> 304 E Weber Avenue, Third Floor <br /> P O Box 388 <br /> Stockton, CA 95201-0388 <br /> Re Site Assessment and Monitoring Well Installation at the Apache Plastics Facility <br /> Located at 2050 East Fremont Street, Stockton, California <br /> Dear Mr Rowe <br /> On behalf of Apache Plastics, EMCON has prepared this report summarizing the drilling <br /> of two soil borings and installation of two groundwater monitoring wells to evaluate the <br /> vertical extent of soil and groundwater impacts at the Apache Plastics Facility located at <br /> 2050 East Frcmont Street in Stockton, California (Figure 1) The scope of work <br /> summarized below was developed and agreed to during a September 1998 meeting <br /> attended by Lawrence Beasley of Apache Plastics, Ron Rowe of the San Joaquin County <br /> Department of Public Health Services Environmental Health Division (PHS/EHD), and <br /> Mark List of the Regional Water Quality Control Board - Central Valley Region <br /> I <br /> BACKGROUND <br /> The subject site is located in a mixed commercial/residential neighborhood in east-central <br /> Stockton Topography in the area is flat, at a surface elevation of approximately 22 feet <br /> above sea level <br /> Based on information gathered during a file review at the San Joaquin County Public <br /> Health Services in August 1988, Precision Industries Inc , observed the removal of one <br /> 1,000-gallon underground storage tank (UST) A soil sample was collected from beneath <br /> the UST at approximately 9 feet below ground surface (bgs) Total petroleum <br /> hydrocarbons as gasoline (TPHG) and benzene were detected at a concentration of 3,400 <br /> parts per million (ppm) and 51 ppm, respectively <br /> Between August 1989 and December 1993, Western Geologic Resources, Remediation <br /> Services, Inc , and BSK and Associates performed additional subsurface investigations A <br /> total of eleven borings were drilled and converted to seven monitoring wells (MW-1 <br /> through MW-7), two vapor extraction wells (VEW-1 and VEW-2), and two manometers <br /> (MP-1 and MP-2) Well locations are shown on Figure 2. <br /> CP T%APACF1r1REP0RT5IAPACP102 DOC 98\lsg 1 Eby MA <br />
