Emcon <br /> 1433 North Market Boulevard•Sacramento California 95834-1943 .(916)928-3300• Fax(916)926-3341 <br /> October 7, 1996 <br /> Protect 22611-100 001 <br /> Mr Ron Rowe <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> P O Box 338 <br /> Stockton, California 95201 <br /> Re Workplan to Drill Confirmation Soil Borings, Perform a Risk-Based Corrective <br /> Action Analysis, and Prepare a Closure Report for Apache Plastic L P , Located at <br /> 2050 East Fremont Street, Stockton, California <br /> Dear Mr Rowe <br /> At the request of Apache Plastics L P , EMCON has prepared this scope of work to dnll <br /> two confirmation soil borings, perform a risk-based corrective action (RSCA) analysis, and <br /> prepare a site closure report for the Apache Plastics L P facility, located at 2050 East <br /> Fremont Street, Stockton, California <br /> a <br /> The purpose of the work is to drill two soil borings in order to obtain additional information of <br /> chemical and physical properties of soil beneath the site This information will assist in <br /> evaluating concentrations of residual hydrocarbons remauung beneath the site and to aid in the <br /> RBCA analysis The RBCA analysis will assess potential human health risks and impacts to <br /> groundwater quality associated with petroleum hydrocarbons detected in the soil at the site and <br /> to derive site-specific RSCA target levels for selected chemicals of potential concern,if needed <br /> The results will be summarized in a comprehensive closure report, if collected data and RBCA <br /> analysis support no further action <br /> SCOPE OF WORK <br /> Work will be performed following Tri-Regional Guidelines The RBCA evaluation will be <br /> conducted in accordance with the American Society for Testing and Materials' (ASTM) ES-38 <br />_ "Guide for Risk-Based Corrective Action Applied at Petroleum Release Sites," as well as <br /> California Environmental Protection Agency (Cal-EPA) and U S Envuorunental Protection <br /> Agency (USEPA) guidance, principally USEPA's "Risk Assessment Guidance for Superfund" <br /> (RAGS) <br /> SALIN\PJ2\2611\261110001AS-96\pas 1 <br />
