Emcon 1433 North Market Boulevard•Sacramento California 95834-1943 .(916)928-3300• Fax(916)926-3341 October 7, 1996 Protect 22611-100 001 Mr Ron Rowe San Joaquin County Public Health Services Environmental Health Division P O Box 338 Stockton, California 95201 Re Workplan to Drill Confirmation Soil Borings, Perform a Risk-Based Corrective Action Analysis, and Prepare a Closure Report for Apache Plastic L P , Located at 2050 East Fremont Street, Stockton, California Dear Mr Rowe At the request of Apache Plastics L P , EMCON has prepared this scope of work to dnll two confirmation soil borings, perform a risk-based corrective action (RSCA) analysis, and prepare a site closure report for the Apache Plastics L P facility, located at 2050 East Fremont Street, Stockton, California a The purpose of the work is to drill two soil borings in order to obtain additional information of chemical and physical properties of soil beneath the site This information will assist in evaluating concentrations of residual hydrocarbons remauung beneath the site and to aid in the RBCA analysis The RBCA analysis will assess potential human health risks and impacts to groundwater quality associated with petroleum hydrocarbons detected in the soil at the site and to derive site-specific RSCA target levels for selected chemicals of potential concern,if needed The results will be summarized in a comprehensive closure report, if collected data and RBCA analysis support no further action SCOPE OF WORK Work will be performed following Tri-Regional Guidelines The RBCA evaluation will be conducted in accordance with the American Society for Testing and Materials' (ASTM) ES-38 _ "Guide for Risk-Based Corrective Action Applied at Petroleum Release Sites," as well as California Environmental Protection Agency (Cal-EPA) and U S Envuorunental Protection Agency (USEPA) guidance, principally USEPA's "Risk Assessment Guidance for Superfund" (RAGS) SALIN\PJ2\2611\261110001AS-96\pas 1
