Washington St., Stockton Program: APSA <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS 11,or MINOR-Notice to Comply) <br /> 505, 507 & 513. The inventory listed in the SPCC Plan does not include the emergency generator or the <br /> air compressor. Discharge & drainage controls and potential equipment failure are not addressed for <br /> any of the unlisted containers. The SPCC Plan must include the correct type of oil and storage capacity <br /> of each fixed storage container, and either the type of oil and storage capacity of each portable container <br /> or an estimate of the potential number of portable containers, types of oil, and anticipated storage <br /> capacities. The Plan must include discharge or drainage controls, such as secondary containment <br /> around all containers and other structures, equipment, and procedures for the control of a discharge, <br /> and a prediction of the direction, rate of flow, and total quantity of oil which could be discharged as a <br /> result of each type of major equipment failure. Immediately update the inventory and discharge <br /> information in the SPCC Plan to accurately represent the petroleum storage at the facility. <br /> 510. The phone number for the San Joaquin County Office of Emergency Services is outdated. The <br /> SPCC Plan must include a contact list and phone numbers for the facility response coordinator, National <br /> Response Center, cleanup contractors with whom you have an agreement for response, and all <br /> appropriate federal, state, and local agencies who must be contacted in case of a discharge. <br /> Immediately update the contact list to include the most current version of the required information. <br /> 517. Daily inspections are not being conducted on the aboveground tanks. Monthly inspections are <br /> being conducted, but the inspection reports have not been completed. Inspections and testing shall be <br /> conducted on all aboveground liquid petroleum containers larger than 55 gallons. Records of these <br /> inspections and tests shall be signed by the appropriate supervisor or inspector and kept on site with the <br /> SPCC Plan for a period of three years. Immediately begin necessary testing and inspections for all <br /> APSA regulated containers and maintain copies of the inspection records on site with the SPCC Plan. <br /> 609. Integrity testing has not been conducted on the aboveground petroleum tanks and is only <br /> addressed in the SPCC Plan for the previous 75,000 gallon diesel tank. The facility shall test or inspect <br /> each aboveground container for integrity in accordance with industry standards. Comparison records <br /> and other records of inspections and tests must be maintained on site with the SPCC Plan.
