According to the Plan, the site has two <br />100 gallon single walled diesel portable generators. According to Ms. Koehnen, these generators were replaced with <br />double walled generators in 2010 or 2012. <br />-The fuel tank at building 719 is no longer on site, but has not been removed from the Plan. <br />The Spill Prevention, Control, and Countermeasure (SPCC) Plan must be amended when there is a change in the <br />facility design, construction, operation, or maintenance that materially affects its potential for a discharge, within 6 <br />months of the change, and implemented as soon as possible, not later than 6 months following preparation of the <br />amendment. Immediately make all necessary amendments to the SPCC Plan to accurately represent the procedures <br />and policies currently in place at the facility. <br />This is a Class II violation. <br />302 <br />CFR 112.5(b) Failed to review Plan once every five years and/or implement any resulting amendments. <br />The Spill Prevention, Control, and Countermeasure (SPCC) Plan was last reviewed on March 15, 2006. The SPCC <br />Plan states "The SPCC Plan must be reviewed and certified by a professional engineer every five years (the next <br />certification is due in February 2011)." A review and evaluation of the SPCC Plan must be conducted at least once <br />every 5 years. As a result of this review and evaluation, the SPCC Plan must be amended within 6 months of review, <br />and recertified by a Professional Engineer if any technical amendments were made. Immediately conduct a review of <br />the facility SPCC Plan and make any necessary amendments. <br />This is a Class II violation. <br />Page 3 of 7 <br />
