Annual training is not being conducted for the aboveground petroleum storage program and containers. Aboveground petroleum storage training was not documented. At a minimum, oil -handling personnel must be trained in the operation and maintenance of equipment to prevent discharges, discharge procedure protocols, applicable pollution control laws, rules & regulations, general facility operations, and the contents of the facility's SPCC Plan. Annual briefings must be conducted to assure adequate understanding of the SPCC Plan and highlight and describe any known discharges or failures, malfunctioning components, and any recently developed precautionary measures. Immediately conduct necessary training for all oil handling personnel. Keep training documentation in facility's SPCC Plan binder to be available for inspector upon review. Submit how to ensure an annual training will be conducted and how training logs are kept. 517. Facility aboveground tanks do not have written inspection logs. It is unclear who, the SPCC Plan contractor or facility employee, is responsible for conducting inspection and how often. Inspections and testing shall be conducted on all aboveground liquid petroleum containers larger than 55 gallons and including all 55 gallon drums . Records of these inspections and tests shall be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately begin necessary testing and inspections for all APSA regulated containers and maintain on site with the SPCC Plan. Submit a written explanation who will be doing the inspections/ testing on aboveground tank and how often. Explain how written inspection logs are kept. Submit to SJC EHD within 30 days (07/07/14): 1. one copy of the completed "Return to Compliance Certification" form 2. a written corrective action statement for each of the above violations ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
