Financial responsibility documents for 2013 have not been submitted to the EHD. Current financial <br /> responsibility documents are required to be submitted annually via fax or postal mail. Complete and <br /> submit a copy of the financial responsibility. Submit a statement how to ensure financial responsibility <br /> documents will be submitted to EHD annually in a timely manner. <br /> - Received copy of Certification of Financial Responsibility and Letter from Chief Financial Officer on <br /> site. <br /> 303. The 87 STP sump liquid detection sensor was not working properly to ensure continuous <br /> monitoring of the tank system as required by CCR 2630(d). When the sensor was tested in liquid, the <br /> float was stuck in its place and did not trigger the alarm. After the technician cleaned the sensor and <br /> float of debris, the float was able to function properly. The sensor was retested during the inspection. <br /> 206. The designated operator employee training for Jevan was not performed. He started working in the <br /> beginning of February 2013 but has not received training within the 30 days of working for the site. The <br /> designated operator shall train facility employees for which he or she is responsible in the proper <br /> operation and maintenance of the UST system once every 12 months. The training shall include, but is <br /> not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4.
