The generator is <br />El Camino Tire owned by Rudy Montijo. He sells new and used tires at four addresses, one in Lodi and three <br />in Stockton. The addresses are 340 N Wilson Way, Stockton; 48 E Charter Way, Stockton; 2498 E Main St, <br />Stockton; and 400 E Lodi Ave, Lodi. <br />All four sites have been inspected within the last year and 2498 E Main St is the only location with a manifest <br />record. The managers at 400 E Lodi and 340 N Wilson Way told the LEA inspector that company trucks are <br />used to transfer used and waste tires. These trucks are not registered to haul waste tires. The waste tires end <br />up at his Main St store in Stockton where they are picked up by Padilla Disposal, a registered hauler. Padilla <br />does fill out manifests when the waste tires are removed from the Main St store to a permitted <br />disposal/recycling site. <br />This business owner has been summoned to two office hearings with the San Joaquin County Environmental <br />Health Department (SJCEHD) within the last 8 months. He attended the hearings but has not fully <br />implemented the waste tire manifest system and has not registered the trucks he is using to haul waste tires. <br />The SJCEHD is referring El Camino Tire to CIWMB for further enforcement.
