El Camino Tire in San Joaquin C -ty Page 2 of 2
Dave Volden
MS: 22A
CIWMB, Waste Tire Enforcement
PO Box 4025
Sacramento, CA 95812-4025
Subject: Enforcement Referral of El Camino Tire, 2498 Main St, Stockton, CA 95205
Dave,
I have a waste tire generator who is in violation of the waste tire manifesting requirements. The generator is
El Camino Tire owned by Rudy Montijo. He sells new and used tires at four addresses, one in Lodi and three
in Stockton. The addresses are 340 N Wilson Way, Stockton; 48 E Charter Way, Stockton; 2498 E Main St,
Stockton; and 400 E Lodi Ave, Lodi.
All four sites have been inspected within the last year and 2498 E Main St is the only location with a manifest
record. The managers at 400 E Lodi and 340 N Wilson Way told the LEA inspector that company trucks are
used to transfer used and waste tires. These trucks are not registered to haul waste tires. The waste tires end
up at his Main St store in Stockton where they are picked up by Padilla Disposal, a registered hauler. Padilla
does fill out manifests when the waste tires are removed from the Main St store to a permitted
disposal/recycling site.
This business owner has been summoned to two office hearings with the San Joaquin County Environmental
Health Department (SJCEHD) within the last 8 months. He attended the hearings but has not fully
implemented the waste tire manifest system and has not registered the trucks he is using to haul waste tires.
The SJCEHD is referring El Camino Tire to CIWMB for further enforcement. The inspection reports and
letters for this business are enclosed.
Sincerely,
Garrett Backus, EHS
San Joaquin County Environmental Health Department
3/29/2005
