The following is an itemized list of hazardous waste violations that have not been <br />addressed for BEST DEAL AUTO SALES as of May22, 2018. <br />Open violations from July 12, 2017 inspection <br />Violation #101 - Managed a hazardous waste without an identification number. <br />This facility does not have a valid ID number to manage hazardous waste. A hazardous waste generator shall not <br />treat, store, dispose of, transport or offer for transportation, hazardous waste without an ID number. If you or your <br />business generates more than 100 kg of RCRA hazardous waste and/or more than one kg of acutely hazardous <br />waste, then you need to obtain an EPA ID number. All others must obtain a State ID number. Go to the DTSC web <br />site http://www.dtsc.ca.gov/IDManifest/PERMHWID.cfm for the form to apply for an ID number. Immediately obtain <br />an ID number to manage hazardous waste and submit evidence to the EHD. <br />Violation #102 - Failed to determine if a waste is a hazardous waste. <br />A 5 gallon bucket of black oil saturated absorbent was observed on site. Iqbal Gill stated that he takes the used <br />absorbent, puts it into a bag, and puts that bag directly into the trash. Any person who generates a waste shall <br />determine if the waste is a hazardous waste. Immediately make a hazardous waste determination for the used <br />absorbent, and manage it according the Title 22 hazardous waste regulations. Submit a statement and supporting <br />documentation explaining how this waste was managed. <br />Violation #104 - No modified contingency plan. <br />A modified contingency plan information is lacking. The following information must be posted by a phone: the name <br />and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if <br />present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately <br />post the required information by a phone. A form is provided that can be used for this purpose. <br />Violation #202 - Disposed or caused disposal of HW at an unauthorized point. <br />According to Iqbal Gill, he takes drained used oil filters that are uncrushed and unpuctured, puts them into a bag <br />and throws them away into the trash . Hazardous wastes shall be disposed of only by transportation to a permitted <br />hazardous waste treatment, storage, and disposal facility (TSDF). Immediately cease disposal of hazardous waste <br />into the trash and ensure that all future waste is hauled by a licensed hazardous waste transporter to a permitted <br />TSDF. <br />Violation #303 - Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />The gauge on the fire extinguisher read that it needed to be recharged. All facility communications or alarm <br />systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall <br />be tested and maintained as necessary to assure its proper operation in time of emergency. Immediately refill or <br />replace the fire extinguisher and begin this practice. <br />
