I'm going to need one installed or I'm going
to need Bernie torp ove why it wouldn't work. These are required on all UST systems post -2004. My supervisor
confirmed this.
The APSA (for AST) inspection came down to a couple of things
The forms you are using need to be the one's provided in the plan. To resolve this, write me (with your final RTC)
a statement saying you are going to use the new forms from now on.
Integrity testing must be done by the SPCC standard. That means STI (Steel Tank Institute) SP001 standard. I
suggest googling that standard, looking up companies and speaking with other sites that have ASTs to figure out
how you want to handle that.
The piping and valves need to be inspected. I would take extra precaustions with this and make sure your new
form covers these areas. If not, use a comment section on the Appendix D form to make sure all these
compenents are being inspected. Again, a statement saying you are doing this is fine.
I have submitted a link to the "APSA FAQ" so you can learn more about the program. It will explain in easier terms about
integrity testing and inspections. Use "CRTL+F" and search terms like "integrity" and "inspections" to find information.
Or read the whole thing!
http://www.sbcounty.gov/Uploads/SBCFire/content/hazmat/pdf/APSA FAQ.pdf
I will need the integrity test and the solution to the line leak detector to close out these reports. Please contact our
department within 30 days. If you cannot fix these problems within 30 days, then still contact us and let us know a
timetable (in writing) about how you are going to fix it.
I also attached any photos I took today. I will be not creating a log, as all violations were documented without photos.
Thank you
Timothy Engle
San Joaquin County Environmental Health.
