Install and continuously operate a soil vapor extraction system, and an 3 July 2000 <br />interim pump and treat system in the area of the highest soil and <br />groundwater MtBE contamination. The interim pump and treat <br />system must stabilize the groundirater plume to prevent movement <br />h of 11UBE toNN-ard Cite Well 12. <br />a. <br />r- 4. Submit a complete Problem Assessment Report (PAR) acceptable to the 24 July 2000 <br />Board and County staff, as described in Appendix A of the Tri -Regional <br />+ Recommendations. The PAR must include requirements for any <br />discharge permit(s) required and a time line for submittal of Report(s) of <br />t Waste Discharge. <br />5. Within 15�days of Board staff approval of the Problem Assessment 28 August 2000 <br />. Report, but no later than 28 August 2000, submit a : inal Remediation <br />Plan (described in Appendix A) for the cleanup of the soil and <br />groundwater at the site. <br />r <br />_ 6. Within 30 days of Board staff approval of the selected Remedial Option, 6 October 2000 <br />►, but no later than 6 October 2000, implement and continuously operate, <br />the approved remediation system, with the exception of periodic and <br />scheduled maintenance. Any interruption in the operation of the <br />cleanup system(s), other than for scheduled maintenance, without prior <br />approval of the Executive Officer, is a violation of this Order. <br />a. <br />Reporting and Permits <br />7. Notify the Board and County staff at least two business days prior to any site work or sampling. <br />r <br />- 8. ' Obtain all necessary local and state permits prior to beginning work. <br />9. Submit all reports and correspondence to the Board's Sacramento Office, the San Joaquin <br />County Environmental Health Division, and all partite (or representatives) identified in this <br />i Order. Under penalty of perjury, the technical reports as directed, which shall be submitted to the <br />Executive Officer of the Board, and to the County, must be signed by an appropriately licensed <br />professional (technical reports and plans, including drilling logs and soil and groundwater <br />sampling, are to be prepared, signed, and certified by a Registered Geologist, Registered Civil <br />Engineer, Certified Engineering Geologist, or Certified Hydrogeologist). All registered <br />C , professionals must be licensed by the State of California. <br />10. Submit preapprovals with workplans and all reports % ith reimbursement requests to the State <br />Water Resources Control Board Cleanup Fund in a timely manner to avoid delays that would <br />result in non-compliance with this Order. <br />1. <br />I <br />.4 <br />
