Box 5004 <br />San Ramon, CA 94583-0804 <br />ABOVEGROUND TANK INSPECTION OF CHEVRON BANTA FUEL TERMINAL IN TRACY, SAN <br />JOAQUIN COUNTY <br />This letter and enclosed memo supersede the earlier letter and memo dated 17 <br />March 1992 and 28 February 1992, respectively. The enclosed report discusses <br />the 29 June 1992 inspection by staff geologist Polly Lowry. <br />As stated in the enclosed memo, deficiencies in the SPCC Plan include 1) the <br />absence of emergency phone numbers; 2) no discussion of applicable state laws; <br />3) no discussion of the ground water monitoring system; 4) maintenance <br />inspection reports neither initialed or signed by an inspector nor included in <br />the plan; and 5) no record of employee training. These items should be <br />included in the revised SPCC Plan which is due this year. <br />The discharge of stormwater runoff, treated oil/water separator effluent and <br />possible releases from any of the aboveground petroleum storage tanks to the <br />unlined stormwater pond (lower containment area) is a threat to ground water <br />quality because of the shallow ground water. By 21 April 1992, you are <br />required to submit a technical report and corrective action plan to re—medy the <br />situation. The technical report also must evaluate the use of the containment <br />area for wastewater disposal and secondary containment and propose a correc- <br />tive action plan if needed. <br />A Report of Waste Discharge (RWD) and an NPDES permit application are required <br />to obtain permits for discharges to and from the lower containment area. The <br />necessary forms and annual fee schedule were enclosed with our 17 March 1992 <br />letter. Please submit the completed forms, accompanied by the first annual <br />fee, by 21 April 1992. We have tentatively classified your discharge as <br />Category IIb, so the annual fee is $1,200. An additional RWD will be required <br />later for any discharges of treated ground water. <br />Monitoring of the ground water and remediation efforts should continue. We <br />will provide comments soon on Chevron's 1990 Problem Assessment Report to <br />provide regulatory oversight of Chevron's remediation efforts. <br />
