Wendy Cohen -3- 26 March 1992 <br />SUMMARY <br />Except for the containment area berms, the facility appears to be fairly well <br />maintained and properly operated. The berms on the southern and western sides of <br />the upper containment area appear to have some erosion damage. <br />The use of an unlined stormwater pond (the lower containment area) which is less <br />than five feet above the water table to store stormwater runoff and discharges of <br />treated oil/water separator effluent, plus any spills or leaks from the upper <br />containment area is a threat to ground water quality. Using the containment area <br />for wastewater compromises its secondary containment function. There are several <br />deficiencies in the SPCC Plan. <br />
