Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />October 09, 2018 <br /> Facility Address: <br /> 469 MOFFAT BLVD, MANTECA <br /> Facility Name: <br /> JOES AUTO REPAIR <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to complete and/or submit hazardous materials inventory for all reportable materials on site. <br />The Hazardous Materials Inventory forms for all chemicals are not complete. Please add the new federal hazard <br />categories to the site map. This information must be current and submitted as part of the business plan. <br />Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the <br />correct or updated information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content. <br />A site map was not complete as part of the business plan. The site map is missing an evacuation staging area, <br />storm drain locations, utilities shut off, loading and unloading are for the chemicals. Please add the missing <br />elements to the site map. <br />A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, <br />access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage <br />areas, and emergency response equipment. If a site map element is not applicable for your facility then list it on the <br />map and label as “NA". Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 9 HSC 25508(a)(1) Failed to annually review and certify that the business plan is complete, accurate, and up to date. <br />The business plan information has not been reviewed and resubmitted in the California Environmental Reporting <br />System (CERS) annually. The business plan was not submitted between 11/1/2017 - 1/15/2018 making it late. The <br />business plan was last submitted on 1/24/2018. <br />The hazardous materials inventory shall be submitted by January 15 of each calendar year and may be submitted <br />beginning November 1 of the previous year. Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the <br />correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 11/8/2018 . <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
