EI Dorado St., Stockton Program: APSA <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Class II violations: (504, 505, 507, 513, 514, 517, 518, 609) <br /> 504. The oil-water tank near the oil-water separator, the motor oil tank in the shed, and the oily water <br /> storage in the treatment system and tanks are not included on the facility map. The Plan shall include a <br /> facility diagram which must mark the location and contents of each fixed storage container and the <br /> storage area where mobile or portable containers are located. It must identify the location of and mark <br /> as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, including <br /> intra-facility gathering lines. Immediately update the facility diagram to include all of the required <br /> information. Submit a legible copy of the updated facility diagram to the EHD by June 21, 2014. <br /> REPEAT VIOLATION <br /> 505, 507 & 513. The inventory listed in the SPCC Plan does not include all of the petroleum storage on <br /> site. The oil-water tank near the oil-water separator, the motor oil tank in the shed, and the oily water <br /> storage in the wastewater treatment system and tanks are not included in the Plan. Discharge & <br /> drainage controls and potential equipment failure are not addressed for any of the unlisted containers. <br /> The SPCC Plan must include the correct type of oil and storage capacity of each fixed storage container, <br /> and either the type of oil and storage capacity of each portable container or an estimate of the potential <br /> number of portable containers, types of oil, and anticipated storage capacities. The Plan must include <br /> discharge or drainage controls, such as secondary containment around all containers and other <br /> structures, equipment, and procedures for the control of a discharge, and a prediction of the direction, <br /> rate of flow, and total quantity of oil which could be discharged as a result of each type of major <br /> equipment failure. Immediately update the inventory and discharge information in the SPCC Plan to <br /> accurately represent the petroleum storage at the facility. REPEAT VIOLATION <br /> 514. No secondary containment is provided for the oil-water tank near the oil-water separator. A facility <br /> shall provide appropriate containment and/or diversionary structures or equipment to prevent a <br /> discharge. The entire containment system, including walls and floor, must be capable of containing oil <br /> and must be constructed so that any discharge from a primary containment system will not escape the <br /> containment system before cleanup occurs. Immediately provide adequate secondary containment for <br /> all aboveground petroleum storage containers larger than 55 gallons.
