Eighth St., Stockton Program: APSA <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II,or MINOR-Notice to Comply) <br /> 611. Liquid level sensing devices are not installed and regularly tested on all of the containers. The <br /> 88,000 gallon waste water tank (TNKS-0056) was observed with a broken gauge. You must install at <br /> least one of the following devices in each container: <br /> - High liquid level alarm with audible or visual signal <br /> - High liquid level pump cutoff device set to stop flow at a predetermined content level <br /> - Direct audible or code signal communication between the container gauger and the pumping station <br /> - Fast response system, such as digital computer, telepulse, or direct vision gauge. If a direct vision <br /> gauge is being used for determining the liquid level of each tank, a person must be present to <br /> monitor gauges and the overall filling of the tanks. <br /> Immediately install approved liquid level sensing devices on all APSA regulated containers, in <br /> accordance with 40 CFR 112.8, and implement necessary procedures to ensure that the devices are <br /> fully functional and in use at all times during tank filling operations. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by September 22, <br /> 2012, along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork. <br /> Note: Several out-of-service tanks and containers on site are labeled "empty." In order to be excluded <br /> from SPCC Plan requirements, these containers must be all of the following requirements: <br /> (1) All liquid and sludge has been removed from each container and connecting line <br /> (2) All connecting lines and piping have been disconnected from the container and blanked off <br /> (3) All valves (except for ventilation valves) have been closed and locked <br /> (4) Conspicuous signs have been posted on each container stating that it is a permanently closed <br /> container and noting the date of closure <br /> Note: This facility is currently in the process of having all of their SPCC Plans updated to bring them into <br /> compliance with current regulations. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> Stacy Rivera (209) 468-3440 <br /> EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
