UNION PACIFIC RAILROAD
9451 Atkinson street Roseville, CA
February 11, 2016
San Joaquin County RECEIVE®
Environmental Health Department
1868 East Hazelton Avenue FEB 11 2016
Stockton, 95205
ENVIRONMENTAL HEALTH
DEPARTMENT
Return to Compliance Statement:
Aboveground Petroleum Storage Act Inspection Report
Item#102:
Tanks TNKO-0296 and TNKO-0297 have been Permanently Closed per EPA guidelines.
Item#201:
The PE certification has been completed per 40 CFR 112.3(d)(1), and a completed certification is
attached (Attachment 1).
Item#601:
The cross-references provided in the plan have been amended and will conform to the requirements per
40 CFR 112 (Attachment 2)
Item#604:
The piping for TNKO-0480 has been added to the facility diagram. There is no transfer piping between
TNKO-0480 and the WWTP; the piping between the lift station and the WWTP only conveys wastewater.
There is aboveground piping between the lift station skimmer and TNKO-0480 which is addressed in
Section 7.1 and shown on the map (Attachment 3).
Item#609:
The finding states, in part: "...This location does not provide adequate passive general secondary
containment for the largest compartment of the truck." This statement is contradictory in that
the definition of"General' containment addresses the most likely spill scenario, and does not require
sized containment for the largest compartment of the mobile refuelers.
Further, the mobile refuelers in question, which do not operate exclusively at the facility, are attended
24/7 by the truck operator while staged at the site. When the truck is filled with fuel offsite at another
facility and returns to the yard it is staged under constant attendance until it is called for fueling of a
www.upxom BUILDING AMERICA'
