EIGHTH ST.
9451 Atkinson Street STOCKTON, CA 95206
Roseville, CA 95747
On January 12, 2016, Stacy Rivera of the San Joaquin County Environmental Health Department (EHD)
performed a routine hazardous waste generator inspection and a routine aboveground petroleum storage
act inspection at the above referenced site.
An inspection report was issued for each program, identifying information to be submitted to bring this site
into compliance. This information was required to be submitted 30 days after receiving the inspection
report. A follow up was received February 11, 2016, with the subject"Return to Compliance Certification
and Statement—Stockton Yard." The information submitted did not fully address the issues noted in the
inspection reports, resulting in a non-compliant status for this facility.
The outstanding violations are itemized on the following pages and may include violations from past
inspections. Complete and submit a copy of the Return to Compliance Certification form to the EHD with
a statement documenting the corrective actions that have been or will be taken for each violation, and any
supporting paperwork.
The missing and incomplete information includes:
• Supporting documentation for the hazardous waste determinations for Tremco Vulkem 801, oily
solids and debris, and oily liquid.
o Copies of the hazardous waste lab analyses were summarized but complete reports were
not submitted.
• Emergency coordinator information
o The contingency plan shall list names, addresses, and phone numbers of all persons
qualified to act as emergency coordinator. The plan lists an emergency call center, but
does not identify any persons. At all times, there shall be at least one employee either
on the facility premises or on call (i.e., available to reach the facility within a short period
of time) with the responsibility for coordinating all emergency response measures.
• Additional maintenance of decontamination equipment
o The tag on the eyewash stated inspections should be conducted weekly. The corrective
action statement submitted states "the eyewash station will be tested on a monthly basis
going forward."
