Cesar Ruvalcaba [EH]
From: Witul, Janice <Witul.Janice@epa.gov>
Sent: Friday, June 1, 2018 4:43 PM
To: bevkent09@sbcglobal.net
Cc: Cesar Ruvalcaba [EH]
Subject: RE: US EPA Oil Program Inspection
Attachments: Union Pt Deficiencies.pdf; Union Pt NOI.pdf
Beverley,
I'm attaching documents from my site visit yesterday. There was no SPCC Plan in evidence at the facility, which is
required to be at the site where the tank is located. If there is a Plan for the 2000-gallon gasoline tank that is kept at the
corporate office, please provide it. If no Plan exists, please let me know.
Janice Witul - US EPA R9
Oil Program
75 Hawthorne St., ENF-3-2
San Francisco CA 94105
415 972 3089
fax 415 947 3519
Report oil or
chemical spills al
800-424-8802
From: Witul,Janice
Sent: Friday, May 25, 2018 6:51 PM
To: 'bevkent09@sbcgloba 1.net' <bevkent09@sbcglobal.net>
Cc: 'Cesar Ruvalcaba [EH]'<cruvaIca ba@sjcehd.com>
Subject: US EPA Oil Program Inspection
Per our conversation, I've scheduled an inspection starting around 2pm on Thursday May 31 at the Union Point Marina,
for compliance with the Spill Prevention, Control, and Countermeasure (SPCC) requirements of 40 C.F.R. 112. At the
federal level, this is for any type of oil or grease stored in aboveground containers of 55-gallon size or larger. In addition
to reviewing the SPCC Plan, I'll need to review documentation of tank/equipment inspections/testing, and personnel
training required by the regulations and detailed in the Plan. Digital photographs are normally taken in the course of the
inspections to verify site conditions.
A member of San Joaquin County Environmental Health Department will also be present—they have authority under
California's Aboveground Petroleum Storage Act.
Feel free to call or email if you have any questions.
Janice Witul - US EPA R9
Oil Program
75 Hawthorne St., ENF-3-2
1
