Spill Prevention, Control, and Countermeasure Plan Template <br /> The containment system does hold the maximum capacity of any single compartment of a tank <br /> car or tank truck loaded or unloaded at the facility. If the underground storm water drain valve is <br /> closed, the curbs adjacent to the storm drain inlet can contain up to 2,500 gallons. If the spill <br /> continues down the storm drain system, it will be contained by the two 2,500 gallon oil/water <br /> separators. <br /> Refer to the Container and Potential Spills Table in Section 2A.1 for additional details. <br /> 2A.5.2 Prevention of Premature Vehicular Departure <br /> The methods, procedures, and/or equipment used to prevent premature vehicular departure <br /> include interlocked Scully loading system which locks the tank truck brakes until the Scully system <br /> is disconnected. <br /> 2A.5.3 Drain And Outlet Inspection <br /> Drains and outlets on tank trucks checked for leakage before load ing/unr a ' C departure <br /> if necessary, are tightened, adjusted or replaced. The aboveground tanks <br /> are not equipped with a drain valve. <br /> The oil pumps have a master disconnect which is kept locked when system is not in use. The <br /> diesel pumps may only be run by using a key operated card reader and connecting Scully loading <br /> system to fuel truck. <br /> Facility lighting is commensurate with the operation and the type and location of the facility to <br /> assist in the discovery of discharges and to prevent discharges occurring through acts of <br /> vandalism. <br /> 2A.7 Inspections, Tests and Records <br /> Container Testing and Inspections <br /> • Inspections for AST tanks/containers are conducted monthly and annually per STI SP001 for <br /> Category 1. <br /> • Inspections for AST portable tanks/containers are conducted monthly and annually per STI SP001 <br /> for Category 1. <br /> • There are no field constructed tanks on site, therefore brittle failure will not be evaluated. <br /> • Inspection and test records are provided in Appendix B <br /> • The visual gauges on the aboveground oil tanks are verified against the electronic monitoring <br /> system levels once a year and date of inspection is recorded ). <br /> • Inspection records are kept in the binder labeled "S o AST compliance" <br /> ` ` <br /> No.C54580 � <br /> Facility: Stockton Shop 2A-5 �:Gk���'!�` Date: June 10, 2011. <br />
