Spill Prevention, Control, and Countermeasure Plan Template The containment system does hold the maximum capacity of any single compartment of a tank car or tank truck loaded or unloaded at the facility. If the underground storm water drain valve is closed, the curbs adjacent to the storm drain inlet can contain up to 2,500 gallons. If the spill continues down the storm drain system, it will be contained by the two 2,500 gallon oil/water separators.
