In-Service AST Inspection Report
Formal External Inspection of 8,500 Gallon Tank(AST-6)
Valley Pacific Petroleum Services,Inc.
Page 5
UT Measurements Summary
To obtain the residual metal thickness readings, a NDT Systems TG110—DL ultrasonic digital thickness
meter equipped with a TG-560P transducer was used. The meter has a resolution of±0.001 in(10.025 mm)
intended for use on steel plate and piping materials used in storage tank applications. The meter is capable
of collecting readings using a scan mode or single point mode. The meter is factory calibrated(November
23,2016)and proper operation confirmed prior to and during testing using a steel calibration block adhered
to the side of the meter. The transducer couplant used was NDT Systems UTG1102 Ultragel II. Field data
was recorded onsite.Refer to Figure 1,Attachment A,for a Tank Diagram and UT thickness measurements.
Requirements for Continued Tank Service
The STI Standard for Inspection requires the owner or operator of an aboveground tank to perform and
document periodic inspections. Refer to the checklists contained in the Facility's Spill Prevention,Control,
and Countermeasures (SPCC) Plan. These documents should be completed by the owner or operator on a
monthly and annual basis as part of the SPCC Plan.
The following recommendations are based on the requirements of SP-001 and UL 142. These documents
are industry standards.
1. The normal operating vents must be fully operational to prevent damage from overpressure or
vacuum during product transfer. Periodic inspection and maintenance of the normal vents by
Facility personnel is recommended for proper vent operation.
2. The emergency vents must be fully operational and move freely to allow opening if overpressure
occurs.Long bolts on the manway must not be bolted shut and should have a minimum of 2-inches
of thread showing to allow the manway to open while under pressure. Periodic checks for proper
emergency vent operation are recommended.
3. Based on the STI Standard (SP-001), as a Category 1 tank, the interval until the next certified
formal external inspection is 20 years. If the facility uses an alternate standard or chooses to provide
"equivalent environmental protection"in lieu of routine integrity testing, the method and schedule
for such should be included in the facility's SPCC Plan.
a. If the Facility SPCC Plan requires the use of routine"integrity testing"using SP-001,then the
following routine inspections should be completed by the Tank owner/operator. Specific
inspection items may be modified for the tank's specific use as necessary;however, deviations
from or alterations of the STI Standard should be discussed in the Facility SPCC Plan.
4. Effective September 2011, the STI Standard for Inspection requires the owner or operator of an
aboveground tank to perform and document periodic inspections and maintenance. Refer to the
checklists contained in Facility SPCC Plan. These documents should be completed by the owner
or operator on a monthly and annual basis.
Suitability for Continued Service
Based on the STI criteria and results/recommendations of the current inspection,Condor formally approves
continued use of the AST-6.A 20-year formal external inspection schedule,as a Category 1 tank,is required
following the FEI date.Federal, state and/or local regulations may require more frequent inspections of the
tank.
V4*44_W',
fii CONDOR
