No method to prevent vehicles from leaving before disconnection to the AST from loading or unloading. Immediately provide method to prevent vehicles from leaving before disconnection per this ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
