CITY: Holt ZIP CODE: 95234 <br /> OWNER/OPERATOR: Greg Burgin TELEPHONE#: (209) 465-8413 <br /> TYPE OF INSPECTION: ❑COMPLAINT ❑ CONSULTATION X❑OTHER PROGRAM 2831 RECORD PR0526100 <br /> ELEMENT: ID#: <br /> NATURE OF COMPLAINT/CONSULTATION: <br /> Facility has 3005 gallons of liquid petroleum shell capacity and is regulated under the Aboveground <br /> Petroleum Storage Act (APSA). <br /> All facilities with an APSA regulated shell capacity of 1320 gallons or greater are required to prepare <br /> and implement a Spill Prevention Countermeasure and Control (SPCC) Plan. <br /> OBSERVATIONS/COMMENTS: <br /> No SPCC Plan was available at the time of inspection. <br /> Numerous tanks were observed empty in storage on site. At the time of inspection a determination <br /> was unable to be made whether they were previously for water, fertilizer, pesticide, or petroleum <br /> product storage. These tanks were not included in the calculation of the facility APSA regulated <br /> shell capacity listed above. <br /> CORRECTIVE ACTIONS: <br /> Immediately prepare and implement a SPCC Plan for this facility in accordance with California <br /> Health and Safety Code section 25270-25270.13, and maintain a current copy on site at the facility <br /> at all times. <br /> Make a determination of the previous contents of the empty stored tanks and either include in the <br /> SPCC Plan or "permanently close" any that contained petroleum products. <br /> *A Tier 1 template can only be used for less than 5000 gallons of APSA regulated shell capacity. <br /> CORRECT BY: <br /> INSPECTED BY: <br /> RECEIVED BY: y DATE: L <br /> EHD 48-05 Rev.08/10/10 INSPECTION REPORT <br />
