IN CN C OO
6.0 DISCUSSION AND CONCLUSIONS
A total of 41 soil samples were recovered from the drainage pond excavation between May and
August 1997. Approximately 3,750 tons of soil were excavated from the pond and transported to
the Forward Landfill facility for disposal. Review of the reported laboratory results for the soil
samples indicates that contaminant impacts within the pond were, limited to low-level extractable
range hydrocarbons. Review of the reported analytical data by senior laboratory analysts indicates
the remaining extractable range hydrocarbons are attributable to asphaltics in the soil matrix, rather
then diesel or motor oil impact. This conclusion is based on the gas chromatogram data along with
the reaction of the soil in methylene chloride. It is the position of CAL -EPA that hardened asphalt
is non -hazardous unless pulverized or powdered. Therefore, the reported residual hydrocarbon
concentrations would not be considered a signuficant concern. Analysis of ground -water samples
recovered down gradient of the drainage pond found no significant impact to site ground water
Based on a review of the field and laboratory test data collected to date, it is our opinion that there is
no significant soil- or ground -water contamination remaining in the area of the former drainage
pond. It is our opinion that the site has been mitigated beyond typical regulatory standards and no
i
further exploration or mitigation is recommended.
t
{ 4203-F2
October 3, 1997
11
