San Joaquin County Office Stacy Rivera Along with the Return to Compliance Certification I am sending this letter to explain corrections to violations found at our facility during an inspection on 1/13/2017. At Cherokee Freight Lines we take our responsibility to stay in compliance with all state and local environmental regulations very seriously. We will correct all violations in as timely a manner as possible. On February 15Y , 2017, We retained Condor Earth to update our SPCC plan at our Stockton facility. They anticipate a PE certified plan to be completed by March 15`h , 2017. You will be provided a copy of the plan upon completion. I am also sending a summary statement from Condor Earth explaining how the updated SPCC plan, once implemented, will correct the majority of violations found at our facility. I have resumed completion of monthly SPCC tank inspections as of 01/25/2017. Copy is included with return to compliance certification. We have installed a level gauge on our waste diesel tank and made sure it has secondary containment. Our barrel for new diesel that we use to fill fuel filters has been brought inside the shop and now has full secondary containment. The waste antifreeze tote outside the east side of the main shop has been pumped out by Safety Kleen and it will no longer be used. I will include a copy of the manifest. We will now be using a 55 gal drum with full secondary containment to store our waste anti freeze until a better container to keep us in compliance can be found. We are also no longer having new motor oil delivered to the 700 gallon motor oil tank inside the main shop. We will use the oil in the tank until empty and then remove and close the tank, this should only take a couple of weeks or so. We will then use 55 gallon barrels with secondary containment for our oil changes until a new double wall oil tank is installed. I believe this brings us back to compliance on the violations we can correct quickly, without waiting for our updated SPCC plan. We have signed an agreement with Van De Pol Petroleum whereas they will be providing us with brand new double wall tanks for our new antifreeze and motor oils.
