The SPCC Plan was last reviewed on 7/6/07 and the plan require 3 year review. A review and <br /> evaluation of the plan must be conducted at least once every 5 years. As a result of this review and <br /> evaluation, the SPCC Plan must be amended within 6 months of review, and recertified by a <br /> professional engineer if any technical amendments were made. Immediately conduct a review of the <br /> facility SPCC Plan and make any necessary amendments. <br /> 502. Facility lack the full commitment approval from the management in the plan. The Plan must have <br /> the full approval of management at a level of authority to commit the necessary resources to fully <br /> implement the plan. Immediately obtain required management approval for the SPCC Plan for this <br /> facility. <br /> 505. Facility diagram lack capacity of product stored. The Plan shall include a facility diagram which <br /> must mark the location contents and capacity of each fixed storage container and the storage area <br /> where mobile or portable containers are located. It must identify the location of and mark as "exempt" <br /> underground tanks. It must also include all transfer stations and connecting pipes, including intra-facility <br /> gathering lines. Immediately update the facility diagram to include all of the required information. <br /> Submit a legible copy of the updated facility diagram to the EHD within 30 days of receiving this report. <br /> 510. Phone number for San Joaquin County Environmental Health (former Office of Emergency <br /> Services) is incorrect. The SPCC Plan must include a contact list and phone numbers for the facility <br /> response coordinator, National Response Center, cleanup contractors with whom you have an <br /> agreement for response, and all appropriate federal, state, and local agencies who must be contacted in <br /> case of a discharge. Immediately update the contact list to include the most current version of the <br /> required information. <br /> 513. The plan lacks a description of potential equipment failure. The Plan must include a prediction of <br /> the direction, rate of flow, and total quantity of oil which could be discharged as a result of each type of <br /> major equipment failure.
