p x '17 <br /> Kent's Oil <br /> Service, Inc. -� <br /> 3310 E.Miner Avenue <br /> Stockton CA,95205 / Z ( �20 V <br /> (209)4634762 <br /> (209)463-2566 FAX <br /> 9/16/2010 <br /> To: Jeffrey Wong <br /> San Joaquin County EHD <br /> RE: APSA and HW inspection compliance <br /> Mr. Wong, <br /> I am responding in regards to your request of compliance certification for both the <br /> Aboveground Petroleum Storage Act (APSA) Program Inspection and Hazardous <br /> Waste (HW) Program inspection you did at our asphalt terminal on 8/19 and 8/20 <br /> 2010. <br /> Your APSA report showed three violations giving notice to comply. <br /> The first violation, HSC 25270.6(a) was discussed with Steve Azevedo, me and <br /> yourself, and to my understanding,that by already having a business plan filed with <br /> the OES we are in compliance regarding this violation. <br /> The second violation, CFR 112.5(a) we have given Dan Barber the information <br /> needed, and he is working on bringing us into compliance on this matter.When he <br /> provides the amendment to the SPCC plan, I will forward a copy to you. <br /> The third and final violation on this report, CFR 112.8(C)(8), I have ordered the two <br /> devices and will install them, begin a monitoring program and will inform you when <br /> the devices are installed. <br /> Your HW report showed six violations giving notice to comply. <br /> The first CCR 66261.7(f). We had Ramos Oil remove the four empty solvent barrels <br /> that were south west of the asphalt truck wash. I have attached a receipt for Ramos <br /> Oil. The empty solvent totes and the three other drums were marked empty, dated <br /> and will be re-used immediately. <br />
