JUAN QUIJANO
TRI VALLEY GROWERS
P 0 BOX 1211
AUG 10 1993
MODESTO CA 95353 3
' RE: 11 SOUTH A STREET SITE CODE: 2040
STOCKTON CA
San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has
completed the review of the workplan for the over-excavation of the former underground
gasoline tank pit area dated July 1, 1993, submitted by Thomas Vogel and Associates, and
has the following comments.
a
San Joaquin County Flood Control maps (1983/1986) show seasonal high groundwater levels
to be approximately 40 feet below ground surface for this area. The proposed total depth
of the excavation is 28 feet below ground surface. Due to the close proximity of possible
i
remaining soil contamination to seasonal high groundwker and in order for PHS/EHD to
consider this site for closure, the over-excavation proposed for this site must successfully
remove all detectable levels of benzene, toluene, ethylbenzene and xylenes and remove any
total petroleum hydrocarbons as gasoline at concentrations over 10 parts per million (ppm) .
in the soil. 'p
Should the over-excavation activities fail to achieve the above noted goals, a groundwater
a investigation to determine the quality of the groundwater in the area of the former gasoline
tank may be required before this site can be considered for closure.
1
A minimum of four soil samples will be required from the finished excavation to confirm the
removal of the impacted soils. These soil samples should be analyzed for total petroleum
hydrocarbons as gasoline (EPA method 5030/8015) and benzene, toluene, ethylbenzene and
total xylene (EPA method 5030/8020). The laboratory, should obtain minimum detection
limits of 10 ppm for total petroleum hydrocarbons as gasoline and 0.005 ppm for benzene,
toluene,ethylbenzene and xylene. Should circumstances'during the over-excavation activities j
warrant, additional soil samples may be required. x
3j
+' PHS/EHD must provide public notification of the proposed corrective action to the school
located adjacent to this site pursuant to Section 2728, Chapter 16 of the California Code of
Regulations. PHS/EHD will provide notification to you as to when the public notification
} process has been completed so that the proposed work can be scheduled.
i
A Division of San loaquin'Counry Health Care Scmces T
I
r`
