The Plan shall include a facility <br /> diagram which must mark the location and contents of each fixed storage container and the storage area <br /> where mobile or portable containers are located. It must identify the location of and mark as "exempt" <br /> underground tanks. It must also include all transfer stations and connecting pipes, including intra-facility <br /> gathering lines. The map was updated by Mr. Carsey at the time of review. <br /> --The SPCC Plan does not include the used oil tank on the east outer wall of the shop. Discharge & <br /> drainage controls and potential equipment failure are not addressed for this tank. The SPCC Plan must <br /> include the correct type of oil and storage capacity of each fixed storage container, and either the type of <br /> oil and storage capacity of each portable container or an estimate of the potential number of portable <br /> containers, types of oil, and anticipated storage capacities. The Plan must include discharge or <br /> drainage controls, such as secondary containment around all containers and other structures, <br /> equipment, and procedures for the control of a discharge, and a prediction of the direction, rate of flow, <br /> and total quantity of oil which could be discharged as a result of each type of major equipment failure. <br /> Immediately update the inventory and discharge information in the SPCC Plan to accurately represent <br /> the petroleum storage at the facility, or update the tank storage at the facility to match the inventory <br /> listed in the Plan. <br /> According to Mr. Carsey, the used oil tank will be discontinued and the site will begin using a 55 gallon <br /> drum for used oil storage in the future. In order to be excluded from SPCC Plan requirements, <br /> petroleum storage containers must either be removed from the site or meet all of the following <br /> requirements: <br /> (1) All liquid and sludge has been removed from each container and connecting line <br /> (2) All connecting lines and piping have been disconnected from the container and blanked off <br /> (3) All valves (except for ventilation valves) have been closed and locked <br /> (4) Conspicuous signs have been posted on each container stating that it is a permanently closed <br /> container and noting the date of closure <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> Stacy Rivera (209) 468-3440 <br /> EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
