The Plan shall include a facility diagram which must mark the location and contents of each fixed storage container and the storage area where mobile or portable containers are located. It must identify the location of and mark as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, including intra-facility gathering lines. The map was updated by Mr. Carsey at the time of review. --The SPCC Plan does not include the used oil tank on the east outer wall of the shop. Discharge & drainage controls and potential equipment failure are not addressed for this tank. The SPCC Plan must include the correct type of oil and storage capacity of each fixed storage container, and either the type of oil and storage capacity of each portable container or an estimate of the potential number of portable containers, types of oil, and anticipated storage capacities. The Plan must include discharge or drainage controls, such as secondary containment around all containers and other structures, equipment, and procedures for the control of a discharge, and a prediction of the direction, rate of flow, and total quantity of oil which could be discharged as a result of each type of major equipment failure. Immediately update the inventory and discharge information in the SPCC Plan to accurately represent the petroleum storage at the facility, or update the tank storage at the facility to match the inventory listed in the Plan. According to Mr. Carsey, the used oil tank will be discontinued and the site will begin using a 55 gallon drum for used oil storage in the future. In order to be excluded from SPCC Plan requirements, petroleum storage containers must either be removed from the site or meet all of the following requirements: (1) All liquid and sludge has been removed from each container and connecting line (2) All connecting lines and piping have been disconnected from the container and blanked off (3) All valves (except for ventilation valves) have been closed and locked (4) Conspicuous signs have been posted on each container stating that it is a permanently closed container and noting the date of closure ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
